22cm程度とは、第2世代携帯電話端末の一部の機種が植込み型医療機器へ影響を及ぼした距離のうち最大のもの（15cm）に安全率を加えて設定したものです。
現在の携帯電話端末は、ほとんどが第3世代携帯電話端末であり（2010年4月末時点で携帯電話全体の98％）、
第3世代携帯電話端末は8cmまで近づけないと影響しないという過去の調査において、調査結果もありますが、現在、第2世代の携帯電話サービスが継続されていることから、22cm程度の指針を維持しているところです。
